European and World Day against Death Penalty, 10 October 2014

Joint Declaration by the Secretary General of the Council of Europe and the EU High Representative for Foreign Affairs and Security Policy

Strasbourg - ''On the European and World Day against the Death Penalty, the European Union and the Council of Europe reaffirm their strong and absolute opposition to capital punishment in all cases and under all circumstances, and their commitment to its worldwide abolition. We are deeply concerned about setbacks in some countries, such as recent mass trials leading to a vast number of death sentences, the extension in domestic legislation of the scope of the death penalty's use, or the resumption of executions after a period of several years.

No execution has taken place in our Member States in the past 17 years. The European Union and the Council of Europe welcome the fact that all Member States of the European Union have now ratified both Protocols 6 and 13 to the European Convention on Human Rights, and urge all other European States that have not yet done so to sign and ratify these instruments which aim at the abolition of the death penalty.

Empowerment programmes help girls break free of violence

One brave girl in Zimbabwe is empowered to fight child marriage and go to school.

HARARE, Zimbabwe – Fourteen-year-old Shamiso Nyamutamba has endured more than her share of tragedy. When she was three, her mother died. Two years later, her father also passed away. She went to live with an abusive uncle, and was nearly forced to marry an older man. She has only recently found peace – and the promise of a better future – with the help of a unique programme designed to empower adolescent girls, in the rural Mbire District of Zimbabwe.

This Saturday, 11 October, is the International Day of the Girl Child, and this year’s theme is “Empowering adolescent girls: Ending the cycle of violence.” Too many girls like Shami face entrenched discrimination and violence, abuses often abetted by deep poverty. But with knowledge of her human rights, and the support of other girls and women, this extraordinary girl was able to break free.

Today on the International Day of the Girl Child, I join every person around the world who believes that adolescent girls should live free of violence and discrimination.

We are guided by the international human rights to which every human being is rightfully entitled.

Every girl, no matter where she is born, should have a chance to reach her potential.

Every girl deserves to be welcomed to this world with the same joy and celebration as a boy. Every girl has the right to life and dignity.

Following the Money: Spending on Anti-Trafficking

Issue 3 of the Anti-Trafficking Review focuses on money trails in the anti-trafficking sector, and is the first of its kind as to date there has been no research on how much is spent combating the human rights abuses that amount to human trafficking. This themed issue looks at money trails that reveal how anti-trafficking money has changed the world for the better or for worse.

Trafficked persons do not always benefit from money flows aimed in their direction, or indeed may suffer as a result of anti-trafficking spending. In addition, politics behind anti-trafficking money abound, and recipient organisations wonder whether they should take ‘tied’ funds or funds with ideological, geographical or other restrictions. In recent years governments have rushed to spend money on a range of poorly designed initiatives in the hope of avoiding or moving out of a low ranking in the US government's yearly Trafficking in Persons Report.

Pathways to Power: Creating Sustainable Change for Adolescent Girls

GLOBAL — Plan has launched its 2014 State of the World’s Girls report in the run-up to International Day of the Girl on 11 October. The report shows how visible and invisible forms of power over girls are reproduced and deepened through society’s most powerful institutions, the work that still needs to be done in terms of gender equality, and analyses the barriers that girls face on their own pathway towards empowerment.
