Developed at the Gender, Sexuality and the Internet Meeting organized by the Association for Progressive Communications
13-15 April, 2014 – Malaysia - In April 2014, the Association for Progressive Communications, APC, organized a Global Meeting on Gender, Sexuality and the Internet in Port Dickson, Malaysia, bringing together 50 participants from six continents comprising gender and women’s rights activists, LGBTQI (lesbian, gay, bisexual, trans* and intersex) movements, internet and technology rights organizations, and human rights advocates. The goal of the meeting was to bridge the gap between feminist movements and internet rights movements and look at intersections and strategic opportunities to work together as allies and partners.
The existing discourse around gender and the internet tends to focus on gender components lacking in polices that govern the internet, violations that take place as a result, and the need for increased women’s participation in decision-making forums. In a bid to reframe the conversation, the Global Meeting used a collaborative process to ask the question: ‘As feminists, what kind of internet do we want, and what will it take for us to achieve it?’
The first section of this publication examines the question of gender and why it is important to consider both men and women when addressing violent extremism. The second section deals specifically with women and the dynamics of extremist violence. It invites thinking about women as actors in preventative efforts as well as perpetrators of terrorist acts. Finally, the third section raises issues related to the various ways in which to engage communities, including members of the security sector.

Social and political development has been taking place all over the world without the equal participation of women in decision-making. Women’s needs have been marginalized and women’s demands are missing from political, social and economic agendas. Consequently, policies addressing women’s everyday life conditions from the perspective of gender equality and with respect of their universal human rights are largely absent, in spite of relevant resolutions and laws having been passed in some countries.
New developments are undermining women's rights, especially in the southern Euro-Med region. Armed conflicts are increasing, exacerbated by the entrenching of a culture of religious extremism, causing massive militarization, military expenditure, the transfer of weapons, and above all the death of civilians. State actors are silencing those who call for the upholding of human and women's rights under the pretext of national security.
On 3 July 2015, an Official Letter was sent to the PRESIDENT OF THE UN HUMAN RIGHTS COUNCIL on concerns over some aspects of the Human Rights Council Session 29 Draft Resolution (since then adopted) on Protection of the Family (See below).
