IMFC Statement by Jeroen Dijsselbloem Minister of Finance Kingdom of the Netherlands—Netherlands

Global Economic and Financial Prospects and Policies With 3,1% and 3,4% growth in 2016 and 2017, world economic growth is near its long term average of 3,5%. Despite numerous challenges, the global economy has shown some resilience. The recovery in the euro area is broad based and proceeds steadily. Unemployment is falling in almost all euro area countries and implemented structural reforms are still bearing fruit. Growth in the US and Japan is continuing and unemployment is low. Although China experiences challenges in transforming its economy, it has so far managed to avoid a hard landing. India is growing strong and might be the fastest growing large economy for the coming years.

We should neither underestimate nor overstate the risk and challenges ahead. This calls for realistic expectations and avoiding seeing a new potential worldwide economic crisis in every event with economic impact. One of these events is the Brexit. The effects until now have proven to be moderate, although the ultimate impact of the Brexit is very unclear, which indicates that the British, the European and the world economy are resilient. Part of the macroeconomic impact of recent shocks such as the Brexit vote is likely to materialize only at a later stage, when the effects of unrealized investments will be felt and the UK will actually exit the EU. In this respect, it is important to provide clarity to markets and firms as soon as possible on the exit process.

The Former Yugoslav Republic of Macedonia: Staff Concluding Statement of the 2016 Article IV Mission

A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF's Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

Macroeconomic developments have shown resilience to sustained uncertainties benefitting from accommodative policies, low oil prices, improving labor market conditions and robust external demand. However, the prolonged political crisis is starting to impact confidence and growth in the context of limited policy space. Policies should aim to pursue durable fiscal consolidation, maintain financial stability and address labor market and governance weaknesses.

Пратениците го изгласаа Буџетот за 2017

Со 72 гласа „за“ и 37 „против“, пратениците го изгласаа Буџетот за 2017 година. Наместо максимум 5 дена колку што се предвидува, расправата на Буџетот заврши експресно со само два часа дискусија. Се одвиваше без реплики и на неа говореа координаторот на паратеничката група на опозицијата, Горан Сугаревски, Крсто Муковски од ВМРО-ДПМНЕ и Орхан Ибраими од ДПА. Според министерот за финансии Кирил Миновски, со овој документ ќе се поттикне економската активност на земјата, бидејќи приоритет ќе биде поддршката на приватниот сектор. Ставот на опозицијата беше дека буџетот има единствена цел корупција на гласачите. Кој верува на ова што го зборувате, праша Сугаревски, народот тоне во сиромаштија, а ништо во земјата не е изградено без кредит. Според Муковски пак, со буџетот за 2017 растот на економијата ќе биде 3%, ќе се обезбедат повеќе пари за капитални инвестиции. Енергијата рече тој, треба да се насочи во стабилизирање на државниот долг, на остварување раст од 3% за да можат граѓаните тоа да го осетат на животниот стандард.

Land Legal Rights Are Vital for Women's Empowerment, Especially for Rural Women

Property and citizenship are in many ways what define us, and they interact in fascinating ways.

To understand how property ownership strengthens people’s ability to enjoy full citizenship – and here we are talking about civic identity and the ability to enjoy economic and civil rights as opposed to legal citizenship – you don’t have to go back to the ancient Greeks and Romans who based the right to vote on landownership (and gender and age). Indeed, the link between property ownership and civic rights is clear in any reading of U.S. or European history.

Even today, in dozens of countries in Asia, the Middle East, and sub-Saharan Africa, women do not have equal rights to own and inherit land. Women are often considered mere “guardians,” holding land in trust for their sons. It is no coincidence that in these same countries, women are often viewed as minors by the legal system – they can’t make a contract, open a bank account, or take out a loan.

International Day of Rural Women: Empowering Women to Transform Rural Areas

Message from Perin Saint Ange, Associate Vice-President, IFAD Programme Management Department

On the occasion of the International Day of Rural Women (15 October 2016), IFAD celebrates women and girls in rural areas and the vital role that they play in their families, their communities and their countries.

In many parts of the world, women typically work for 12 hours more every week than their male counterparts. They are largely responsible for domestic duties, child care and elder care. In addition, women carry out a substantial and growing part of the work on family farms – with male out-migration increasingly leaving them to manage alone. Women boost  agricultural and rural economies with their labour and with their knowledge - of crop and livestock varieties, biodiversity and agricultural practices. Research has also shown that women spend a far larger part of their income than men on household expenses, including food, education and healthcare.

Despite their crucial multiple contributions, much of women’s work is undervalued, underpaid, or not paid at all. Women farmers in the vast majority of developing countries still have significantly greater difficulties than men in accessing essential resources and services, including land, finance and inputs.
