Why Covid-19 recovery must be gender-responsive - CORE (c19re.org)

The majority (61 per cent) of the world’s workforce is informally employed. In many developing countries, women are especially likely to be informally employed and are more often found in the most vulnerable forms of employment with lower earnings in comparison to men. New research highlights how the Covid-19 pandemic has exacerbated women informal workers’ precarious employment conditions.

The past decade has been marked by multiple, often overlapping, crises. The COVID-19 pandemic, various natural disasters, and the ongoing war in Ukraine have all threatened the fabric of our global food systems. This string of crises has left an indelible mark. In too many places, progress in reducing poverty and malnutrition has been reversed, with long-term implications for people’s health and livelihoods. While in some ways our food systems have also proved surprisingly resilient, as both the private and public sectors have stepped up to meet new needs, the challenges are huge. As climate change worsens and geopolitical strife grows amid the threat of more frequent pandemics, crises may well become more common and more devastating. Now is the time to rethink how we address food crises. Many governments, donors, and international organizations have called for moving beyond humanitarian responses that are implemented only after a crisis begins, toward better prediction, preparation, and resilience building that will make future crises less devastating.

Progress on gender equality is slow, at best The 2022 SDG Gender Index sounds the alarm on gender equality, revealing that global progress has been slow and marginal – at best – over the past five years. Less than a quarter of countries are making ‘fast’ progress towards gender equality, while a third are making no progress or, worse still, are moving in the wrong direction.

Canada introduced unprecedented relief measures in the early days of the pandemic to offset the huge losses resulting from necessary public health closures. Looking back, how did those measures stack up? Did they address the pandemic's heavy toll on women and other marginalized communities?

Canada's federal response to the gendered impacts of the pandemic was on par with other high-income countries. Roughly 30 per cent of programs introduced between March 2020 and June 2021 were “gender-sensitive” defined as measures that addressed, in full or in part, gendered risks associated with the pandemic including increased violence, low income and precarity, and heightened care demands. However, these programs represented just 13% of total pandemic spending.
