Gender-Based Violence & Environment Linkages

Rooted in discriminatory gender norms and laws and shrouded in impunity, gender-based violence (GBV) occurs in all societies as a means of control, subjugation and exploitation that further reinforces gender inequality. This publication establishes that these patterns of gender-based abuse are observed across environmental contexts, affecting the security and well-being of nations, communities and individuals, and jeopardising meeting sustainable development goals (SDGs). While linkages between GBV and environmental issues are complex and multi-layered, these threats to human rights and healthy ecosystems are not insurmountable. This analysis reveals the complex and interlinking nature of GBV across three main contexts: access to and control of natural resources; environmental pressure and threats; and environmental action to defend and conserve ecosystems and resources. This publication aims to raise awareness and engage actors working in environmental and sustainable development, gender equality, and GBV policymaking and programming spheres to inform rights-based, gender-responsive approaches to environmental policy, programmes and projects.

Gender Stereotyping & International Human Rights Law

International human rights law lays down obligations which States are bound to respect. By becoming parties to international treaties, States assume obligations and duties under international law to respect, to protect and to fulfil human rights. The obligation to respect means that States must refrain from interfering with or curtailing the enjoyment of human rights. The obligation to protect requires States to protect individuals and groups against human rights abuses. The obligation to fulfil means that States must take positive action to facilitate the enjoyment of basic human rights.

Gender Stereotyping & International Human Rights

The international human rights law framework prohibits gender stereotypes and stereotyping which undermine the enjoyment of human rights and fundamental freedoms. States have obligation to eliminate discrimination against women and men in all areas of their lives. This obligation requires States to take measures to address gender stereotypes both in public and private life as well as to refrain from stereotyping.

Coronavirus & Cultural, Creative Sectors: Impact, Planning for Post-Crisis

Along with the tourism industry, cultural and creative sectors are among the most affected by the current coronavirus (Covid-19) crisis

The current crisis is particularly critical for cultural and creative sectors due to the sudden and massive loss of revenue opportunities, especially for the more fragile players. Some actors benefit from public support (e.g. public museums, libraries, theatres) but may experience significant budget shortfalls. The sector includes major multinational companies with sustainable revenues (e.g. Netflix), but many small companies and freelance professionals essential for the sector could face bankruptcy. This crisis creates a structural threat to the survival of many firms and workers in cultural and creative production.

Today, more than ever, the importance of culture and creativity for society is clear. The availability of cultural content contributes to mental health and well-being, and many cultural institutions have provided online and free content in recent weeks for that purpose. Sustainable business models during and after the initial crisis are imperative for the sector’s survival. Leaving behind the more fragile part of the sector could cause irreparable economic and social damage. The current challenge is to design public supports that alleviate the negative impacts in the short term and help identify new opportunities in the medium term for different public, private and non-profit actors engaged in cultural and creative production.

STRASBOURG 24/03/2020 -In a statement issued today, Marceline Naudi, President of GREVIO, called on Parties to the Istanbul Convention to uphold its standards during the COVID-19 pandemic. “Restrictions on movement offer abusers additional power and control over the women and girls they live with”.

Never before has the need been greater to ensure support services are available and that women and girls are informed of where to find help. “Many national administrations are rising to the challenges this pandemic presents to women victims of violence and are already working towards innovative solutions”, she said, calling on all Parties to follow in these footsteps.
