UN Special Rapporteur on Violence Against Women Urges States to Agree to Specific Legal Obligations to Fight Gender Violence

Geneva – 22 June 2015 – The United Nations Special Rapporteur on violence against women, Rashida Manjoo, called for the creation of a legally binding framework on violence against women and girls within the United Nations human rights system, to ensure State accountability.

“It is time to consider the development and adoption of a United Nations binding international instrument on violence against women and girls, with its own dedicated monitoring body,” Ms. Manjoo said during the presentation of her last report* to the UN Human Rights Council.

“Such an instrument should ensure that States are held accountable to standards that are legally binding, it should provide a clear normative framework for the protection of women and girls globally and should have a specific monitoring body to substantively provide in-depth analysis of both general and country-level developments,” she stated.

Ms. Manjoo noted that the specific monitoring body would also serve an educative function in the quest to protect against and prevent all manifestations of violence against women and girls.

REAL Fathers Initiative - Responsible, Engaged & Loving Fathers Project

Gender-based violence is recognized as a significant health and human rights issue that prevents women, families, and countries around the world from achieving their full potential. In addition to numerous physical and mental health effects, early childhood experiences of violence are linked to experiences of violence in adulthood. This is true for both boys and girls, where boys who witness or experience domestic violence are more likely to perpetuate relationship violence, and girls are more likely to be victims of gender-based violence in adulthood. Evidence shows that programs that involve men in violence prevention initiatives are more effective than programs that target women and girls exclusively, and, because many of the risk factors for future perpetration and experience of violence occur in the family unit, involving fathers can have significant positive outcomes.

The Responsible Engaged and Loving (REAL) Fathers Initiative aims to build positive partnerships and parenting practices among young fathers (aged 16-25) in post-conflict Northern Uganda to reduce the incidence of intimate partner violence and physical punishment of children.

Human Rights Council holds general debate on the promotion and protection of all human rights

Hears Presentations of Thematic Reports by the High Commissioner and the Secretary-General

22 June 2015 - The Human Rights Council this afternoon heard the presentation of thematic reports by the High Commissioner and the United Nations Secretary-General, followed by a general debate on these reports and on the promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development.

Flavia Pansieri, Deputy High Commissioner for Human Rights, introduced 11 reports and two oral updates on a range of thematic issues.  The report of United Nations Women on the activities of the United Nations Trust Fund in Support of Actions to Eliminate Violence against Women stated that the Sustainable Development Goals would address gender equality, empowerment, and violence against women and that those commitments must be matched with an ambitious and robust financing package.  The report on measures to implement the Human Rights Council resolution 9/8 on effective implementation of international human rights instruments and on reforming the treaty body system listed sources where comprehensive information on the resolution could be found.  As for the oral update on the initiative to raise awareness and promote the protection of the rights of persons with albinism, the Office of the High Commissioner for Human Rights was circulating a conference paper which highlighted that education and awareness raising were critical to combating superstition and stigma associated with albinism and to addressing the root causes of violence and discrimination against persons with albinism.

Human Rights Council holds interactive dialogue on extreme poverty and on counter-terrorism

Concludes Interactive Dialogue on Extrajudicial Killings and on Discrimination against Women

22 June 2015 - The Human Rights Council today held a clustered interactive dialogue with the Special Rapporteur on extreme poverty and human rights and the Special Rapporteur on the promotion and protection of human rights while countering terrorism.  The Council also concluded its clustered interactive discussion with the Special Rapporteur on extrajudicial, summary and arbitrary executions, and the Working Group on discrimination against women in law and practice.

Philip Alston, Special Rapporteur on extreme poverty and human rights said it was a shame that the wealth of the world’s 80 richest people was roughly the same as that of the poorest 3.5 billion people.  To address the trend of rising poverty, the Council should recognize that the concern was not solely with income inequality, but with a range of extreme inequalities in relation to access to education, health care, housing and other rights.  The Council had to do more than just adopt fine words, and all States had to question why the gaps between the rhetorical embrace of economic and social rights and the reality on the ground existed.  The latest draft of the post-2015 development agenda was a significant step forward in making a reference to human rights, but none of the 17 goals was expressed in explicit human rights terms.  The Council should recognize explicitly that there were limits to the levels of inequality that could be considered to be compatible with respect for human rights.  Mr. Alston also presented mission reports to Guinea-Bissau and Chile.
