21/06/2017 - We are pleased to announce that the End FGM European Network was successful in its application for the next EIGE study on estimating girls at risk from FGM and will be coordinating with the ICF and End FGM European Network members to carry out the study.
The aim of this study will be to contribute to the achievement of the objective in EIGE’s Strategic Framework on Combating Violence Against Women 2015-2018 and meet the goal of undertaking regular FGM risk and trend assessments and ensuring the comparability of data across the EU by applying a standard methodology for risk estimation. In order to understand the risk to girl of FGM in the EU, the relevant legislative and policy context also has to be taken into account.
In line with the tender specifications, the study will have the following objectives:
■ Undertake desk research to update available information on:
– Legislative and policy frameworks, prevalence and risk estimation research on FGM, including recent migrant, refugee and asylum seeking populations, and challenges related to the eradication of FGM (all EU28 MS from 2014-mid 2017)
– Effective awareness raising and communication strategies aimed at reducing the risk of FGM in the selected Member States. The involvement of men in EIGE’s White Ribbon Campaign 2017 and the inclusion of migrant communities.
■ Apply and test EIGE’s 2014 methodology on estimating girls at risk of FGM in the selected Member States. Comparing estimations among the analysed Member States and assess trends in comparison to the findings of estimations of girls at risk conducted by EIGE in previous years. Propose recommendations to improve and update the methodology, particularly identifying gaps in data availability, and propose ways of collecting alternative data.
■ Organise 3-5 focus groups in each of the Member States being studied with the aim of identifying challenges to improve the effectiveness of policies and services related to FGM. Identify levels of awareness of legislation and services available in migrant communities and propose measures to increase this awareness and improve the effectiveness of policies and services.
■ To organise three experience sharing meetings in any three of the selected Member States to discuss trends in FGM, prevention and protection policies; address availability, reliability and comparability of quantitative data; discuss the provision of services related to health, education, asylum centres; and develop recommendation based on the meeting outcomes to improve prevention and protection policies, data collection and provision of services and strengthen cooperation between Member States to reduce the risk of FGM.
The study will support the European institutions and EU Member States by providing more accurate quantitative and qualitative information on FGM and the numbers of girls at risk from this harmful and discriminatory practice in the EU.
