“Arbitrary arrest and torture.” According to the U.S. State Department, this is standard operating procedure for the police in Kyrgyzstan.
Rarely is anyone held accountable.
But over the past five years, in response to complaints filed by the Open Society Justice Initiative, the UN Human Rights Committee has declared Kyrgyzstan responsible for a series of deaths stemming from these abuses of law enforcement power.
Now it’s time for comprehensive reform.
